Therefore, with increased competition, organization must ensure that they have the right people in order to achieve its goals (Maheshwari, 1997). This paper will focus on the importance of staffing as well as the practical approaches that managers must employ in the light of the changing external environment.The human resource is the most important asset for any organization (Williams, 2008). According to Maheshwari (1997), it is critical for the human resource manager to ensure staffing is properly undertaken in order to "ensure smooth functioning of other functions of management" (p. 148). Maheshwari (1997) notes that staffing is a competitive tool, as organizations can use it to get the best employees. Therefore, the efficiency and effectiveness of any organization will depend on the quality and capabilities of its human capital.However, the external environment is constantly changing, putting pressure on organisations to cut costs, without affecting performance (Maheshwari, 1997). Some companies are forced to retrench the workforce in response to increased competition (Williams, 2008). Equally, technological advancements can lead to a decrease in the number of people required if the work can be undertaken by machines or through technological capabilities (Maheshwari, 1997). In addition, an organization can be forced to hire qualified staff to manage new technologies that enhance productivity in the workplace (Williams, 2008). Therefore, the external environment can dictate whether an organization will hire more qualified staff or it will have to reduce the number of its employees.In concl...
